Rune Removal
You can go to visit an NPC named: Hodge from the City of Heroes if you want to remove runes that are already inlaid and click Rune Removal from the list. Place the equipment into the interface and put a [Delicate Hammer] into the bottom square.
The rune will then be removed from your equipment. You can purchase delicate hammer from the item market if you don't have it.
